How can i approach an arab man?

I met this Arab man quite some time ago and we had been having a long starring-flirting session and since I realised that I really wanted to meet him I gave a note with my number on it... well the note ended up mistakenly to a friend of his who told me that I am the first woman he met who does that and that I have real guts... The guy i like well i believe he eventually found out it was for him and he dissapeared for some days, then he was always surrounded by his friends and pretty much got freaked out when he saw me like acting nervously, leaving the place, but lately he has started the flirting session again... what is going on and what else can i do? i mean he obviously has my number but never called....
