How can i make a friend this way?

im a shy person and i dont talk much so i would naturally have a problem making friends in high school im 16 years old but the problem is i only have 1 best friend and he goes to a different school now and im in college ( i graduated high school early about the time i turned 16) so i go to college where everyone is 18+ years old and im only 16...how can i make friends this way? i usually spend the whole time at my house alone and i get kinda lonely/depressed cuz there isnt anyone to talk to. a gf would be nice but all the girls are older then me....what can i do about this? also i live in the countryside about 13 miles from the city so its hard to get arond since i dont have a car.....
