Is it ok an 12 year old to put ice in his girlfriends shirt?

Im 12 and shes 14... her and her 8yr old bro were puting ice in my shirt so i put a handful of ice down her shirt. like i was feeling her kinda... all she did was laugh... is that ok/normal?
