How to creat a URL?

You cannont actually create a URL. You have to either go to a website (I use a href="http://www.godaddy.com" rel="nofollow"http://www.godaddy.com/a ) and buy the name you want, or you can go to a free host (such as a href="http://www.1colony.com" rel="nofollow"http://www.1colony.com/a ) and sign up for an account and get a free one.
