Is it not possible that the government should take view or comment of every possible Indian while taking decis?

Lets say a small comitee of ur village.. While a matter is discussed the member of comitee takes the view of all villager n then after the matter'll suceed. So why not the govt. take the view of his people.. It'll avoid scam, fraud, strike, etc.
