Why is outside marriage is so harshly sanctionned in Islam ?!!!?

i was raised Muslim, but with the modern world and all the changes during these last generations. i am asking why is the sanction Islamso harsh on "fornication" or 'ZEENA" (in arabic) ?? and i believe it was the same way in the Christianity and Judaism !!
